Online Health Insurance for Rwanda!
Jembi has been awarded an exciting opportunity to develop an online Health Care Insurance Information System (HIIS) for Rwanda.
Kigali Rwanda, January 2013 – Jembi Health Systems has been awarded a contract by the Ministry of Health to develop an online Health Care Insurance Information System that will allow Ministry of Health workers and the public to check and update health insurance information quickly and easily.
Background
The Ministry of Health of Rwanda have embarked on a program to ensure all Rwandans have access to affordable healthcare through health insurance schemes including the community based health insurance scheme or “Mutuelle de Santé”, government employees insurance and private insurance. The Mutuelle de Santé insurance scheme leverages the Ministry of Local Government, the “Ubudehe database” to tier insurance payments that allows structured payments based on people’s ability to pay (household income). Maintenance of this database has historically been done manually at a local level (500 section offices country wide) with information being passed up and inputted into an electronic database only at a national level for historical record keeping. This process is slow and there is a lot of potential for people’s registration and payment records to fall through the cracks.
Online Health Insurance System
Jembi is creating an Online Health Insurance System that will allow officers at the 500 Mutuelle Section Offices to register members and update and maintain their records electronically with all data captured automatically updating the national database. The new system under development will include a range of functions including the ability for members to check their membership status themselves either online or using their mobile phones and make membership payments when necessary. This gives people more control over information about their own Mutuelle membership. This Online Health Insurance System will be compatible with the Rwandan Health Information Exchange that Jembi is creating as part of the RHEA project and will be a valuable addition to the Rwandan Ministry of Health’s plan to increase healthcare coverage by integrating information technology into all aspects of the Rwandan healthcare system.
